Explanation of the WSAECONNREFUSED: Connection refused Problem

Usually, when people dig deeper about this issue, they get to resources like e.g. this one, which will make them even more confused about what is going on.

In the end, the explanation of this error is very simple:

This issue is present when SAP Server into which you are trying to log in, is not running yet!

This is more administration issue which may require to contact your SAP system administrator.

    I restarted my SAP S4hana instance the first time in 2 years because it was running slow (takes 7 mins to respond to actions/clicks). I rebooted and no one could connect to it anymore. Now returns error WSAECONNREFUSED: Connection refused on the GIU, and 502 Bad Gateway when we access via the web browser.

    Can someone help?
